Biography

I became a Councillor so as to be able to make a contribution to the community which has become my home, through applying my lifelong experience in planning, property, and public service to local issues that matter. Having worked for nearly five decades as a chartered surveyor and land agent, I bring a practical understanding of planning, property management, and local governance—knowledge I believe that can be of value to the Parish Council.

Over the course of my career, I became a fellow of the Royal Institution of Chartered Surveyors (RICS), and a member of the Royal Town Planning Institute, and of the Expert Witness Institute. I served on several RICS national panels—including minerals policy, compulsory purchase and compensation, and taxation (chairing the latter)—often representing the profession in discussions with government and other bodies.

As an equity partner and business manager in both large and small surveying firms, I advised commercial, private, and public sector clients on issues ranging from commercial property valuation and lease negotiation to planning appeals, compulsory purchase objections, compensation claims, and property taxation. I’ve also written a number of technical publications on valuation, taxation and planning.

Since retiring in 2015, I’ve continued to support causes I care about —serving as a trustee for a Cornish homelessness charity, treasurer of a parish church, and director of two Cornish public interest companies, one focused on renewable energy and the other on counselling services. My wife and I moved to St Agnes in 2023, having spent over 20 years living near Trispen, and we’ve enjoyed re-engaging with village life and community.

Whether it’s walking the local footpaths, tending the garden, or singing in choirs, I value this community deeply. Joining the Parish Council offers a way to contribute directly—especially on planning and property matters—during the years ahead.

Biography

I have lived in St Agnes for 38 years having relocated from Middlesex with my wife and two sons in 1987. Although St. Agnes has been my home base during this time my work in the film industry has taken me to locations across the globe.

My career began with an apprenticeship as an electrician working in the Westend theatres this quickly led to the world of film and TV where I advanced through the ranks to become lead lighting electrician. My love of photography enhanced my portfolio and subsequently led to opportunities in filming and producing on many documentaries in incredible locations with fascinating people from across the world.

Having retired and hung up my travelling boots I returned to St Agnes on a permanent basis in 2015. Since that time having worked on a part time basis as an electrician, mainly in the community and served as Parish and District Councillor. Having now fully retired I was delighted to be successful in 2025 elections as I have once again decided to dedicate time to serve the community that I have called home for most of my life. I hope that my life experiences will contribute to the collaborative decision making of the Council for the benefit of the St Agnes Parish community.

Biography

My connections with St Agnes village date back to 1685, with my 7th Great-Grandfather, and I have lived in the village, continuously my whole life, following a line of my ancestors, which I am extremely proud of, and has provided me with a strong interpersonal, community understanding and ethos.

My service to the community and its visitors includes 25 years RNLI Lifeboat Crew/Helm/Press Officer and Station Operations Manager, 14 years in the HM Coastguard and 8 years’ service as a Special Constable in the Devon & Cornwall Constabulary.

My primary trade is as a Specialist Paramedic in Urgent & Emergency Care with an NHS Ambulance Service where I have served for over 30 years.

I am an active volunteer Director and Crew of ‘Wetwheels South West CIC’ organisation and vessel, based in Falmouth, Founding Director of the ‘St Agnes Parishwide Defibrillator Network CIC’ (not for profit), Vice-Chair of the ‘Cornwall Ambulance Service Benevolent Fund’, and I assist the ‘Helping Hands St Agnes’ Facebook site as a moderator, when required.

Having grown up in the Parish and watched the development and challenges in so many aspects of village life here, I believe I am in a strong position of knowledge and personal connections with multiple organisations, businesses and people who live or serve our Parish in some way. Therefore, as a Parish Councillor, I aspire to support and facilitate our Parishioners in sustaining and improving the environment and its infrastructure, not only the residents and their families, but also our visitors.

My ethos is that Parishioners should approach me with their issues and concerns, with proposals, ideas, and suggestions, or, if there are concerns, I desire to be approached with ‘Constructive Criticism’ comments, so I can discuss and review their thoughts or ideas and present them to the Parish Council for further discussion or potential resolution.

Biography

When I first joined the Parish Council, having first volunteered on a working group, I both lived and worked in St Agnes, although later I worked at Treliske. Since this time, I have been a Parish Councillor for many of the last 20 years, stepping back when work and other voluntary commitments gave me insufficient time to devote to the role. Taking early retirement at the end of 2023 gave me more time and enabled me to consider taking on the role of Chairman.

St Agnes parish is a vibrant community, with traditions to be maintained, and innovations to be made to cultivate the future of our wonderful supportive community, which I am proud to be a part of. I believe being a member of the Parish Council is the best way to help deliver the needs and services that our parishioners; and the visitors which support our businesses, deserve.

Biography

I have been a Councillor on St Agnes Parish Council for 12 years. Prior to that I served on Perranporth Parish Council in addition to, firstly Carrick District Council, followed by being an elected Councillor to Cornwall Council. My interests are housing and education. In this area we still need more affordable housing at a realistic price, but not at the cost of building in the open countryside, and our farming land is too important – however, these two contrasting desires are difficult to achieve. Any new development needs to be supported by strong local infrastructure; many schools and surgeries do not have spaces for an increase in their pupils or patients and our village roads can become congested. As a retired teacher I am very interested in how our schools progress, not just educationally, but in nurturing our children so that they grow up to be well rounded adults, respecting others and the environment. I have been a Governor at Blackwater School and hear readers on a regular basis at St Agnes School. The Council continues to move forward with a range of initiatives – the Library Project, continuing with the Youth Strategy and updating The Community Emergency Plan and the Neighbourhood Development Plan -two documents I have been involved with since their initiation. The former shows how we, the Parish Council deals with unexpected emergencies e.g. floods, fires, or terror attacks; providing support and a safe place until the required and well-trained services arrive. The Neighbourhood Development Plan covers a range of local policies ranging from open spaces, greener ways of travel, house building to encouraging businesses and protecting our countryside.

Biography

Having grown up in Mount Hawke, I care deeply about our community. Over the years, I have worked alongside local residents through the Mount Hawke Village Association, and helped secure the prestigious Green Flag Award for Mount Hawke Millennium Green in 2024, and organised free community meals to bring people together. Raised in a single-parent household by my hardworking mother, I understand the challenges faced by working-class families and am committed to making sure their voices are heard. I am part of a team that has planted over 100,000 trees across Cornwall and Devon in recent years, promoting biodiversity and combating climate change. I believe that supporting local initiatives and prioritising sustainability are key to creating a brighter future for everyone. As your Parish Councillor, I will continue listening, taking action, and working with all residents to ensure Mount Hawke remains a welcoming, inclusive community. I am dedicated to promoting understanding, stamping out hate and bigotry, and building a safer, more united parish.

Biography

My Cornish roots have been traced to the 14th Century on my father’s side and the 16th Century on my mothers. From the parishes of St Gluvias and Gwennap we eventually landed in Redruth with a familial history steeped in mining, farming, education and health. I branched out even farther by marrying a St Agnes farmer and moved to Mount Hawke 30 years ago.

My professional background has been varied, I trained as nurse and midwife in London, and back home a district nurse and health visitor. I worked in Ghana for 2 years in a very rural isolated area, focussing on child and maternal health alongside managing an outpost health clinic with all the tropical diseases and accidents that entailed (snake bites and rabies were common occurrences!). On my return I worked in the community health service in Cornwall, eventually becoming a children’s public health specialist. I moved into the Local Authority to lead the partnership work tasked with delivering the Every Child Matters agenda. I continued to work across education, health and children’s and adult social care until I decided on a career change. I moved into Higher Education, where I am now an Associate Professor in Arts and Health focusing on research, particularly the lived experience of all ages, magnifying the voice of those most silenced, place-based inequalities, societal inequity, adolescent mental health, addressing the social determinants of health, and neurodiversity. My 33 years at the frontline keep me grounded in the reality of our world and the complexities we face.

My interests within my role as Parish Councillor include all aspects of starting well, living well, and aging well. Embedded in these interests are addressing issues related to health and wellbeing across the ages, local housing, education and employment opportunities, sustainability and environmental resilience, climate change, and access and infrastructure.  Being able to represent the voice of the local Mount Hawke community is crucial to the challenges we face both on a practical day to day level and when we are thinking about all our futures. The community of Mount Hawke is one that deserves to be heard and to be proud of – I hope I can do justice to this important democratic role.

Biography

I have lived in St Agnes for 25 years with my wife and two children. I work as a freelance writer and photographer, covering business and sport. I believe that it is vital for local people to take an active role in the running of their parish council to ensure that decisions are taken in the best long-term interest of all the Wards. I believe that we need to balance the demands of a growing population and a changing business landscape with the need to preserve the character and environment that makes St Agnes such a special place. I am also a great believer in the need for effective communication between the parish council and the people whose financial contributions go towards delivering local services, ensuring that people understand how their hard-earned money is being spent.

Councillor (Porthtowan Ward)

E: ruth.pudney@stagnes-pc.gov.uk

Biography

I have lived in Porthtowan for 23 years with my husband & family. Since retiring from teaching, I want to be able to give something back to my community.

I have 3 cocker spaniels; one is a registered therapy dog & we attend Portreath Primary School each week to listen to children read. I can often be seen walking my dogs along the beach.

I also have a Retired Police Horse, a 32 year old pony that I’ve owned for 26 years & I take care of my granddaughter’s pony on a daily basis. We frequently hack out in the area & ensuring we can continue to do this safely with the many considerate drivers we have in our Parish is very important to me.

I look forward to representing the people in my village & hope to be able to help them with any concerns they may have, in order to improve the area for the people that live here.

Allen Biggs

Councillor (Blackwater Ward)

E: allen.biggs@stagnes-pc.gov.uk

Biography

My name is Allen Biggs. I moved to Cornwall in 1973; first to Wheal Rose, and then to Skinners Bottom where my wife and I had a smallholding where we have raised pigs, chickens and cattle. We also ran a milk round in the local area for many years. I have two daughters and seven grandchildren, who have all attended schools in the St. Agnes parish. Now retired, I feel I would like to give some of my time back to the parish that I have been very fortunate to live in for the past fifty years. I feel very passionate about the parish and although I totally understand that it must grow, as far as development is concerned, I feel that it would be a terrible shame to expand beyond what the infrastructure can cope with i.e. Doctors, transport and community projects. I feel that I can contribute my time to keep the St. Agnes parish the most wonderful area to live, both for young and old.
