St Agnes Parish Council are seeking a proactive and forward-thinking Clerk & RFO who will hold overall responsibility for all aspects of the Council’s service delivery. The successful candidate will have sufficient knowledge, experience, resilience and leadership skills to work effectively with Councillors, colleagues and partners in local government and the community, to deliver the business of the Council while ensuring it’s democratic responsibilities are carried out lawfully and in the best interests of residents.
This post would interest an experienced local government professional or an experienced leader who is seeking a career change from a commercial or third-sector environment. The Parish of St Agnes straddles the Atlantic Ocean on the north-coast of mid-Cornwall, with parts of the Parish categorised as a World Heritage Site, and an Area of Outstanding Natural Beauty. It contains several beaches, including the beautiful Blue Flag accredited beach of Porthtowan. Located close to Cornwall’s culture and recreation focal points of Truro and Falmouth – this is a highly attractive location to relocate to.
You will be joining an active and innovative parish council which delivers high quality services across a large area with distinct, diverse and unique communities. The 2023/24 expenditure budget is £675,000, and you will be responsible for a team of 12 people. You will also need to demonstrate a commitment to partnership working as the Council work with many local organisations and individuals to offer a wide range of services.
Applicants should be able to demonstrate excellent leadership and management experience and legal knowledge surrounding local council activity, practice and procedures together with the Certificate in Local Council Administration (CiLCA) qualification (or willingness and ability to obtain this within 12 months).
You will be based in the Parish Rooms in St Agnes for some of the contracted weekly hours, with the flexibility to routinely work remotely as well. This is a Full-Time, permanent position. St Agnes Parish Council requires a Maintenance team support worker to deliver first class services for the local community and visitors. In particular, the Council seeks candidates with plumbing skills amongst others to help conduct routine repairs and maintenance.
The Parish Council manage the Public Rights of Way (PROW) across the parish and a section of the South West Coast Path. Our maintenance team care for and manage hedges and trees, bus shelters, benches and public green spaces. The Council are responsible for public toilets facilities at Porthtowan, St Agnes (Churchtown) and Trevaunance Cove, and will strive to make them the best facilities in the region.
The successful candidate will work within the maintenance team (two other people) at various sites including three sets of public toilets, two car parks, a library, the Council office building, 2 allotment sites, cemeteries and various other spaces in the Parish. The successful candidate will be supervised by the maintenance team leader and helped to settle into the role and establish a sensible work pattern. The Council’s Environment & Property Manager works closely with the maintenance team to establish work routines, and the successful candidate must be able to work effectively as a team member and be able to take instruction. The post holder will be key to portraying a strong and positive public image of the Council.
Annual leave entitlements are 22 days (pro rata) plus two extra statutory days, and the post-holder must be available to cover sickness leave for colleagues from time to time.
The Council is part of the Local Government Pension Scheme (Cornwall Pension Fund – employer contribution currently 19.6%) and all its employees are entitled to join if they request to do so. The position is permanent.

The Council Staff comprises four office-based employees, two handy-people, four library staff and two Facilities Operatives. The latter work hard to maintain the cleanliness of the public toilets across the Parish, and the Council offices and library, to a high standard. The Parish Clerk, Deputy Clerk, Environment & Property Manager and Administration Officer between them cover the entire spectrum of the councils work – ranging from planning, policies, environmental management, legal compliance and more – and are based in the office in St Agnes, which is normally open to the public five mornings a week from 9am-12pm. Outside these times appointments may be made to visit the office as well. Library staff operate the library service, which includes outreach work as well as staffing the public library. The Council’s handy-people help maintain our street furniture, some of the verges and green spaces, fixtures and fittings in our public buildings, and are general fixers of problems!
