When planning applications are considered for a decision on whether they are approved or refused, the authorities can only refer to the guidelines in formal planning documents. The Neighbourhood Development Plan (NDP) is a new local planning document for this Parish only which essentially means that the authorities can tailor development for the needs of the community. It includes policies on where building can and cannot happen; protection of green and open space; how land should be used for retail, employment and transport infrastructure, and restrictions on second homes amongst many other things. The referendum on 8th August 2019 is a chance for the electorate in the Parish to say either that it does want the content of the NDP to be a formal planning document, or that it does not. Currently the only planning documents that apply to the Parish of St Agnes are the National Planning Policy Framework (which applies to all of England & Wales) and the Cornwall Local Plan (which applies to all of Cornwall). The NDP is a local, bespoke plan for this Parish and sets out how and where development should happen and what is should look like.
